This bill requires the Mississippi State Board of Health to establish and implement new inspection requirements for nursing facilities and assisted living facilities related to electricity and emergency power sources. Specifically, the bill mandates that the licensing agency conduct at least one unannounced inspection every fifteen months at each licensed facility to verify compliance with rules governing electricity and emergency power standards. The regulations will require facilities to maintain fully operational emergency power generators capable of sustaining operations for at least five days during a power outage, with generators able to maintain comfortable temperatures for residents for at least 96 hours. Facilities must also have an adequate fuel supply to support these emergency power requirements. The facilities will have 60 days after the State Board of Health adopts these new rules to come into compliance, with the rules to be finalized no later than July 1, 2025. The goal of these requirements is to ensure the health, safety, and welfare of residents in nursing and assisted living facilities during potential power disruptions by mandating robust emergency preparedness infrastructure.
