This bill allows political subdivisions (like municipalities) that own and operate natural gas systems to enter into long-term contracts with large industrial natural gas consumers in Nebraska. Specifically, the bill permits these political subdivisions to sell natural gas to industrial facilities that require at least 3 billion British thermal units (BTUs) of natural gas per day, with contract terms lasting a minimum of two years. The industrial consumer must not already be receiving service from an investor-owned or governmentally-owned gas system at the time of the contract. An important provision is that the location of the industrial facility will be considered within the service area of the political subdivision's natural gas distribution system for the purposes of the contract.
