This bill establishes a working group on local candidate campaign finance reporting to examine whether local campaign finance reports should be filed with the Campaign Finance and Public Disclosure Board (the Board) instead of local filing officers. The working group will consist of 12 members, including representatives from the Board, local government associations, the legislature, and different political parties. The group's duties include reviewing current reporting requirements under Minnesota Statutes Chapter 211A, assessing local filing officers' capabilities, studying the potential impact on the Board's resources, and developing recommendations for potential legislative changes. The working group will be required to submit a comprehensive report to legislative committees by January 15, 2026, detailing their activities, findings, and proposed legislation. An unspecified amount of funding will be appropriated from the general fund to support the working group's activities, which will be a one-time appropriation available until June 30, 2026. The working group will expire after submitting its report or by January 16, 2026, whichever is later. The act will become effective the day following its final enactment.
