This bill amends the Uniform Residential Landlord and Tenant Act to modify tenants' remedies when landlords fail to maintain adequate living conditions. The changes primarily reduce the notice period for terminating a rental agreement from thirty to fourteen days, and shorten the time landlords have to remedy breaches from fourteen to seven days. The bill also expands tenant remedies to explicitly include addressing mold problems and pest infestations, allowing tenants to procure services to remediate these issues and deduct the costs from rent. Additionally, tenants can now recover damages for diminution in the value of their personal property resulting from a landlord's deliberate or negligent noncompliance. The bill provides tenants with more flexible options for addressing substandard living conditions, such as deducting costs of essential services or substitute housing, and recovering attorney's fees in cases of deliberate landlord misconduct. These modifications aim to provide tenants with stronger protections and more immediate recourse when landlords fail to maintain safe and habitable living spaces.
