This bill provides funding and establishes a grant program to support biofuel infrastructure in Minnesota. Specifically, the state will appropriate $4,500,000 in both fiscal years 2026 and 2027 to the commissioner of agriculture to provide grants to retail petroleum dispensers for upgrading equipment to be compatible with E25 (a fuel blend containing 25% ethanol). Eligible recipients are petroleum dispensers with no more than 15 sites in Minnesota, and each grant can be up to $200,000 per station. The grants aim to help retailers meet biofuel replacement goals by replacing or upgrading equipment that cannot currently be certified for E25. Additionally, the bill requires the agriculture commissioner to submit an annual report by January 15 detailing the grant program's performance, including information about the projects funded, financial leveraging, geographic distribution, market expansion, service area demographics, program costs, and the number of grants awarded to minority-owned or female-owned businesses. The base appropriation for fiscal year 2028 and beyond is set at $3,000,000, and any unused funds from fiscal year 2026 can be carried over to fiscal year 2027.
