AI Summary

This bill establishes a scholarship program for students with intellectual, developmental, or learning disabilities who are at least 18 years old and enrolled in approved comprehensive transition and postsecondary programs in Iowa. The College Student Aid Commission, in collaboration with the Division of Vocational Rehabilitation Services, will develop and administer the scholarship program, which aims to help offset tuition and fees. Scholarships will be limited to $5,000 per academic year, and students must apply annually to remain eligible. The commission will establish evaluation criteria for scholarship applications, with priority given to Iowa residents. A dedicated scholarship fund will be created in the state treasury, consisting of legislative appropriations and other potential funding sources. The fund's money will not revert to the general fund at the end of the fiscal year and will remain available for subsequent years, with any interest earned being credited back to the fund. This program is contingent on the state legislature appropriating funds for its implementation, demonstrating a commitment to supporting higher education opportunities for students with disabilities.
