This bill establishes a "Pilot Government Accountability Project" to examine how government practices are implemented, how evidence informs policy, and how legislation can achieve its intended results, aiming for transparent and fact-based accountability processes. The Joint Fiscal Committee will lead this project, selecting issues for examination by August 1, 2026, and will review program performance, consider research and evaluations, identify effective practices, and support the alignment of policy, funding, and outcomes. The committee is also tasked with monitoring follow-up actions, coordinating with existing oversight bodies, surveying data, and communicating outcomes. The Legislative Joint Fiscal Office is authorized to contract with a consultant or create a new position for two years to support this project, with an appropriation of $300,000 from the General Fund for fiscal year 2027. The committee will report its findings and recommendations to specific legislative committees by December 15, 2026, and again by November 15, 2027.
