This bill amends the Texas Transportation Code to expand the authority of counties to regulate roadside and parking lot vendors and solicitors. Specifically, the bill allows counties with a population of more than 1.3 million and counties with a population of more than 600,000 that are adjacent to a county with over 4 million residents to regulate various activities in unincorporated areas. These regulations can cover the sale of items (including food, merchandise, and live animals), the placement of vendor structures, and solicitation of money in public highway rights-of-way, on public roads, or in parking lots. The primary purpose is to promote public safety by giving county commissioners courts the ability to control and manage commercial activities in these spaces. The bill is set to take effect on September 1, 2025, and appears to be specifically designed to provide more local control over vendor activities in larger, more populous counties in Texas.
