This bill establishes a Resilient Pavement Program within the Minnesota Department of Transportation to improve the long-term durability and cost-effectiveness of trunk highway projects. The program allows the commissioner of transportation to provide supplemental funding for projects that modify pavement design to extend its lifespan to at least 50 years. To be eligible, projects must be part of the state's transportation improvement program, have a current design life of 20 years or less, and demonstrate a cost-effectiveness ratio of at least two (calculated by comparing the pavement cost and design life of baseline and modified projects). The commissioner can spend up to 110% of the cost difference between baseline and modified projects, with no more than one-third of funds allocated to projects in the metropolitan district. The bill appropriates $150 million in fiscal year 2027 for the program, with funds available until June 30, 2035, and requires the commissioner to publish detailed information about the program and selected projects on the department's website.
