AI Summary

This bill establishes the Survivor-Centered, Accessible, Fair and Empowering Housing Trust Fund, a new fund in the State Treasury designed to provide housing support for victims and survivors of domestic violence, sexual assault, dating violence, human trafficking, and stalking. The fund will be primarily financed through a $10 surcharge on deed and mortgage filings, optional $5 contributions during driver's license and vehicle registration renewals, and potential additional grants and donations. The Pennsylvania Housing Finance Agency will administer the fund, allocating money to domestic violence and rape crisis programs to provide services such as affordable housing, relocation assistance, rental subsidies, security deposit stipends, and other housing-related support. The fund aims to reduce homelessness and housing instability for survivors, promoting a philosophy of housing as a right regardless of an individual's sex, gender identity, or sexual orientation. The bill requires an initial $1,000,000 transfer from the General Fund and mandates annual reporting to legislative committees and periodic audits by the Auditor General to ensure transparency and accountability in the fund's operations.
