This bill establishes new regulations and civil penalties to protect youth athletic activities from disruptive behavior. Specifically, the bill allows a commission to impose civil penalties of up to $1,000 on individuals who intentionally disrupt or interfere with youth athletic activities, including entering the field of play, causing objects to disrupt play, or assaulting/interfering with officials, game organizers, players, or coaches. The law defines key terms such as "official" (including referees, umpires, judges, etc.) and applies to incidents occurring during the athletic activity, on the premises, in parking lots, or during travel to and from the event. The bill also creates a youth officiating account where collected civil penalties will be deposited and used to develop youth officiating programs through grants. Additionally, the bill requires notification to the commission when individuals are excluded from athletic activities and provides a process for hearings to contest imposed penalties. The provisions will become effective on July 1, 2028, and apply to acts committed on or after that date, giving organizations time to prepare for and implement the new regulations.
