This bill establishes a new "Donate Life" special license plate program in Minnesota, allowing vehicle owners to obtain unique license plates that support organ and tissue donation awareness. Vehicle owners can apply for these special plates if they own a passenger automobile, motorcycle, or recreational motor vehicle, pay an additional special plate fee, contribute at least $10 annually to the Donate Life account, and meet standard vehicle registration requirements. The plate design will be created in consultation with Donate Life and will include the organization's marks and colors. Owners can transfer these special plates to another qualifying vehicle registered in their name for a $5 transfer fee. The contributions collected will be deposited into a special revenue fund and will first cover administrative costs, with remaining funds distributed to Donate Life to support their mission of promoting organ and tissue donation. The new special plates will become available starting January 1, 2026.
