This bill requires all approved or accredited public, private, denominational, and parochial schools to install a secure master key box at each school building to allow emergency access for law enforcement. The bill expands the duties of the state school security director to include overseeing compliance with the new master key box requirement and adds the installation of these key boxes as an eligible project for the existing school security infrastructure grant program. The bill also creates a specific subaccount within the School Safety and Security Fund for one million dollars transferred from the Cash Reserve Fund, which will be used specifically to help schools fund the installation of these secure master key boxes. The key boxes must meet Underwriters Laboratories Standard 1037 and be placed in a location determined in consultation with local law enforcement. Schools will be required to adopt a policy consistent with these new requirements, and the state school security director will be responsible for ensuring schools comply with this new mandate. Additionally, the bill makes various technical amendments to existing statutes to accommodate these new provisions and ensures that schools have financial support for implementing the new security measure.
