AI Summary
This bill introduces several significant changes to child support and tax regulations in Kansas, focusing on unborn children and pregnancy-related expenses. The legislation allows for child support orders for unborn children starting from the date of conception, specifically covering direct medical and pregnancy-related expenses of the mother, with a maximum support amount limited to these expenses. Notably, the bill excludes costs related to elective abortions and defines an "unborn child" as a living human organism in utero at any stage of gestation. The bill also modifies child support guidelines to consider pregnancy-related expenses and expands the definition of "parent and child relationship" to include unborn children. Additionally, the legislation provides a tax exemption for unborn children, allowing a personal exemption of $2,320 for live births and for stillbirths with a filed certificate. The bill also addresses retirement account considerations in child support calculations, allowing courts to order the use of individual retirement plan accounts to pay child support arrearages under certain conditions of income loss or professional license suspension. These changes aim to provide more comprehensive financial support and recognition for unborn children and their mothers.
