AI Summary

This bill introduces two primary legislative initiatives: the Foreign Adversary and Terrorist Agent Registration Act and the Crush Transnational Repression in Nebraska Act. The first act requires individuals or organizations acting as agents of foreign principals from adversary nations or foreign terrorist organizations to register with the Attorney General, providing detailed information about their activities, funding, and relationships. Agents must disclose their connections, file regular reports, and clearly identify when they are representing foreign entities. The bill imposes significant reporting requirements, with penalties up to $50,000 for violations, and mandates transparency by creating a public online portal to track such registrations. The second act aims to counter transnational repression by creating enhanced legal protections and penalties for actions intended to intimidate or control individuals in Nebraska on behalf of foreign governments. The bill also includes provisions regulating interactions with companies from foreign adversary countries, such as prohibiting scrutinized companies from receiving state incentives and restricting medical and research facilities from using genetic sequencing technology produced in foreign adversary countries. Additionally, the legislation requires businesses to attest that they are not agents of foreign principals and adds new disclosure requirements for lobbyists and consultants representing Chinese military companies, with potential civil penalties of up to $100,000 for non-compliance.
