This bill amends Tennessee law to grant more budgetary autonomy to certain constitutional officers in counties with a charter form of government. Specifically, the bill requires the offices of sheriff, register, county clerk, assessor of property, and trustee to independently develop their own budgets and submit them directly to the county legislative body. These offices will be allowed to approve transfers between line items within the total amount of each budget category (personnel and operational maintenance), but must submit any amendments that move funds between personnel and operational categories to the county legislative body for review. Importantly, the bill prohibits the county legislative body from imposing any personnel or operational maintenance restrictions on these constitutional offices.
