AI Summary

This bill establishes four new conservation funds in Kansas: the State Conservation Fund, the Working Lands Conservation Fund, the Wildlife Conservation Fund, and the Kansas Outdoors Fund, all of which are set to expire on July 1, 2031. A portion of state gaming revenues will be transferred to the State Conservation Fund, which will then distribute funds to the other three specialized funds. The Working Lands Conservation Fund, administered by the Kansas Department of Agriculture, will provide grants for conservation practices on agricultural and forest lands, such as improving irrigation efficiency and soil health. The Wildlife Conservation Fund, managed by the Kansas Department of Wildlife and Parks, will support projects that promote biodiversity and habitat restoration, including expanding access for hunting and fishing. The Kansas Outdoors Fund, also administered by the Department of Wildlife and Parks, will fund initiatives to enhance outdoor recreation, environmental education, and access to natural areas. All four funds are intended to supplement existing state appropriations and will require annual reports to the Governor and Legislature detailing their expenditures and grant awards.
