This bill modifies existing laws regarding water withdrawn from the Edwards Aquifer by expanding the permissible uses of water beyond the original geographic restrictions. Specifically, water withdrawn from the aquifer can now not only be used within the boundaries of the Edwards Aquifer Authority, but also within the certificated area of a retail public utility that had any part of its service area within the authority's boundaries as of June 28, 1996. The bill maintains the existing prohibition on transporting water outside the authority's boundaries via pipeline or other means, while providing a slightly broader definition of allowable water usage. The changes will take effect on September 1, 2025, giving stakeholders and water management entities time to prepare for the new regulations. This legislation appears to offer more flexibility in water distribution while still preserving the fundamental intent of protecting and managing the Edwards Aquifer's water resources.
