This bill establishes the Housing Texas Fund, a special fund in the state treasury to be administered by the Texas Department of Housing and Community Affairs (TDHCA). The fund will be composed of state appropriations, transferred money, interest, gifts, grants, donations, and other potential revenue sources. The annual expenditures from the fund will be strategically allocated: 90% will go to nonprofit developers of multifamily affordable housing for low-income individuals and families; 9% will be directed to nonprofit entities skilled in providing stable housing for recently homeless individuals and families; and 1% will support one-time grants to prevent homelessness or help homeless individuals quickly transition to stable housing. When allocating grants for homeless services, the TDHCA will prioritize nonprofits serving families with young children or dependents with disabilities, individuals recently released from prison or jail, and adults experiencing homelessness without children. The department will create rules governing the fund's asset usage while adhering to the specified limitations. The bill is set to take effect on September 1, 2025.
