This bill authorizes the Department of General Services (DGS), with the Governor's approval, to sell approximately 1.71 acres of land located at 2100 West Girard Avenue in Philadelphia to the Philadelphia Housing Authority for $50,000. The property, formerly known as the Philadelphia Nursing Home, comes with several specific conditions: the Philadelphia Housing Authority must develop the site exclusively as a senior living facility and mixed-income affordable housing project within five years (with a potential extension to ten years), and the development must be completed as evidenced by certificates of occupancy. The bill strictly prohibits using the property for any licensed facility (such as gambling establishments) and includes a reversion clause that would return the property to the Commonwealth if the development conditions are not met. The conveyance is subject to existing easements and rights of way, and all costs and fees will be borne by the Philadelphia Housing Authority. If the sale is not executed within 24 months, the property may be sold through a competitive bidding process. Any proceeds from the sale will be deposited into the General Fund, and the act takes effect immediately upon passage.
