AI Summary

This bill establishes the Mississippi Career Promise Grant Program, a financial assistance initiative designed to support Mississippi residents pursuing certificate or associate degree programs at publicly funded community or junior colleges in specific high-demand employment sectors. The program provides a last-dollar grant, meaning it covers remaining educational costs after all other financial aid has been applied, for students enrolled at least half-time in key workforce areas such as nursing, vehicle mechanics, health technicians, industrial maintenance, specialized trades, and emergency services. To be eligible, students must be Mississippi residents, complete the FAFSA and Mississippi Aid Application, be accepted into an approved college, and declare a major in a workforce sector identified by the Office of Workforce Development as having high job demand and above-average pay. Grant recipients must maintain a 2.50 GPA and make steady academic progress, and they are required to commit to working in their specific employment sector within Mississippi for two years after completing their program, or they will be liable to repay the grant funds. The bill creates a special Mississippi Career Promise Grant Fund in the state treasury to support the program, and penalties exist for falsifying information or failing to meet the employment commitment. The program is set to begin on July 1, 2025, and will be administered by the Mississippi Postsecondary Education Financial Assistance Board.
