This resolution empowers the President of the Senate and the Speaker of the House of Representatives, during the 136th General Assembly, to designate specific members or individuals to prepare arguments for and against proposed constitutional amendments and ballot measures. Specifically, for constitutional amendments proposed by a joint resolution, legislative leaders can select members who voted in support to write arguments in favor and, if some members voted against, those members can prepare arguments opposing the amendment. Additionally, for referendum petitions and initiative petitions, the legislative leaders can designate individuals to prepare arguments explaining or opposing the proposed laws or constitutional changes. The resolution requires that these designated groups or individuals have sufficient time to prepare and file their arguments with the Secretary of State at least 80 days before the election where the issue will be voted on, ensuring voters have access to balanced perspectives on potential constitutional or legal changes.
