This bill amends the Safe Schools Law of the School Code to modify funding provisions for alternative school programs. Specifically, the bill changes the funding mechanism so that in any fiscal year when the state funding allocation is at or above $22,730,000, each alternative school program will receive $100,000 (increased from the previous $30,000), plus additional funding based on the ratio of the educational service region's or Chicago public school system's average student enrollment to the statewide total. The bill replaces the previous calculation method, which used the best 3 months' average daily attendance, with a new approach using average student enrollment. The State Board of Education can still retain up to 1.1% of the appropriation for technical assistance, professional development, and program evaluations. Alternative school programs remain eligible for additional general State aid and can continue to receive supplemental funding from school districts or through gifts and grants. The bill aims to provide more consistent and potentially increased funding for alternative school programs across Illinois.
