This bill modifies the composition and operations of advisory councils for veterans' homes in Pennsylvania. Currently, each veterans' home has an advisory council with 15 members aimed at advising the Adjutant General on resident care, management, and operations. The bill changes the appointment process by requiring ten members to be veterans from the local community, nominated by the Pennsylvania War Veterans' Council, and three members to be appointed from current residents or their family members. Additionally, the Speaker of the House and Senate President pro tempore will each appoint one member. The bill adjusts the term lengths for these appointed members, with initial appointments serving staggered one, two, and three-year terms. The quorum requirement increases from six to eight members, and councils must now meet at least quarterly in accordance with open meeting laws. Each advisory council will be required to submit an annual report to the department detailing their work, assessing resident care and facilities, and providing recommendations. The department must then consolidate these reports and submit them to specific legislative committees by January 30th each year. These changes aim to improve oversight and representation in veterans' homes' advisory councils.
