This bill aims to encourage the development of distributed energy resources in Washington state by creating new incentives and classifications for small-scale, locally-situated renewable energy projects. The bill defines "distributed energy priorities" to include solar and wind energy installations on previously developed lands such as parking lots, landfills, transportation facilities, and agricultural lands, as well as energy storage systems and microgrids. It expands the existing energy independence act to provide greater incentives for utilities that invest in these local energy projects, allowing them to count certain distributed generation at up to four times its electrical output when meeting renewable energy targets. The legislation also modifies existing tax classification rules to ensure that adding solar panels or other renewable energy infrastructure to agricultural lands does not trigger reclassification or additional taxes. By promoting these smaller, strategically located energy projects, the bill seeks to create local jobs, improve grid resilience, support agricultural productivity, and advance Washington's clean energy goals while minimizing environmental impact and land use conflicts.
