It expands the existing energy independence act to provide greater incentives for utilities that invest in these local energy projects, allowing them to count certain distributed generation at up to four times its electrical output when meeting renewable energy targets. The legislation also modifies existing tax classification rules to ensure that adding solar panels or other renewable energy infrastructure to agricultural lands does not trigger reclassification or additional taxes. By promoting these smaller, strategically located energy projects, the bill seeks to create local jobs, improve grid resilience, support agricultural productivity, and advance Washington's clean energy goals while minimizing environmental impact and land use conflicts.
