The bill requires the state department to develop a comprehensive long-term care curriculum for nurse aides, establish qualifications for instructors (who must be registered or licensed practical nurses), and create a train-the-trainer model to effectively implement the curriculum. The bill also outlines three pathways for becoming a nurse aide: completing a state-approved curriculum and passing a competency examination, being a graduate of an accredited nursing program, or being a student or graduate nurse who meets specific training requirements. The competency examination will include both a written component (which can be taken online) and a skills demonstration portion. Additionally, the bill allows facilities to proctor the competency evaluation under certain conditions and prohibits the department from imposing waiting periods between program approval and offering online training. The new provisions will be implemented in stages, with some sections taking effect within 30, 60, and 365 days of the bill's passage.
