AI Summary
This bill authorizes the Public Utilities Commission (PUC) to appoint a receiver to manage a failing investor-owned electric utility when there is a serious threat to the health, safety, and welfare of customers. The bill expands existing law, which previously only allowed receiver appointments for water and sewer utilities, to include electric utilities. The receiver would have broad powers to access utility assets and records, manage operations, and spend existing utility revenues to maintain service quality. Importantly, the bill mandates that the receiver must respect existing collective bargaining agreements and cannot reduce the workforce or terminate employees without just cause. The legislature's rationale is to proactively protect customers and ensure continued reliable electric service, particularly in situations where a utility is facing financial difficulties or failing to meet regulatory standards. By appointing a receiver, the PUC can temporarily take control of the utility, with the goal of restoring its financial health and operational effectiveness, and ultimately returning it to its original or new owners once stability is achieved. The bill takes effect immediately upon approval.
