This bill amends Arkansas Code to expand the options for third-party inspection agencies that can certify modular or factory-built structures in the state. Currently, manufacturers can only contract with inspection agencies listed with the International Accreditation Service, Inc. The bill now allows manufacturers to also work with other inspection agencies that are compliant with International Organization for Standardization and International Electrotechnical Commission (ISO/IEC) 17011 accreditation standards. The emergency clause accompanying the bill explains that existing laws unfairly limit the number of accreditation bodies for modular structure certifications, which restricts competition and increases costs for manufacturers and consumers. By broadening the acceptable certification agencies, the bill aims to decrease costs, increase competition, and support economic activity in the state. The bill will become effective immediately upon approval by the Governor, expiration of the Governor's review period, or override of a potential veto.
