This joint resolution calls for using Article V of the U.S. Constitution to propose a congressional term limits amendment through a state-led convention. Recognizing that 23 states have previously attempted to impose term limits on Congress (which were overturned by the Supreme Court), Arizona's legislature is formally applying to Congress to call a limited convention specifically to draft an amendment restricting the number of terms a person can be elected to the U.S. House of Representatives and Senate. The resolution stipulates that this application is a continuing request until at least two-thirds of states (34 states) support the call, and it should not be combined with applications on other subjects. The resolution directs the Arizona Secretary of State to transmit the resolution to key federal and state legislative leaders, seeking their cooperation in pursuing this constitutional amendment process. The underlying motivation is to restore "rotation in office" and provide states a mechanism to compel congressional action when Congress is unwilling to impose term limits on itself.
