This bill amends the California Education Code to enhance parental rights and transparency regarding comprehensive sexual health and HIV prevention education in schools for grades 7-12. The bill requires school districts to allow parents or guardians to inspect all written and audiovisual educational materials used in sexual health and HIV prevention instruction, and permits them to make copies of non-copyrighted written materials at a cost of up to $0.10 per page. When outside consultants or guest speakers are used to deliver this education, school districts must now provide additional information, including the name of the organization or affiliation of the consultant or speaker. The bill maintains the existing "opt-out" process, which allows parents to excuse their children from sexual health education without requiring active consent, and continues to support the California Healthy Youth Act's goal of providing age-appropriate, medically accurate sexual health information. Additionally, the bill addresses potential state-mandated local program costs, specifying that if the Commission on State Mandates determines the bill imposes additional costs, local agencies and school districts will be reimbursed according to established government procedures.
