This bill requires the State Retirement Agency to form a workgroup to study and improve the process of transferring member service credits between different state and local retirement and pension systems. The workgroup will include representatives from various entities, such as the State Retirement Agency, local retirement systems from Baltimore City, Baltimore County, Howard County, Anne Arundel County, and Frederick County, as well as a representative from the American Federation of State, County, and Municipal Employees and the Department of Legislative Services. The workgroup's primary tasks include reviewing federal and state requirements for service credit transfers, examining Title 37 of the State Personnel and Pensions Article for inconsistencies and ambiguous provisions, and recommending legislative changes to address any issues identified during their review. The Maryland Association of Counties will appoint the local system representatives, and the State Retirement Agency will provide staff support. By December 1, 2025, the Agency must submit a report of the workgroup's findings and recommendations to the Governor and General Assembly. The bill will take effect on June 1, 2025, remain in effect for one year and one month, and automatically be abrogated on June 30, 2026.
