This bill makes two primary changes: first, it expands the Maryland Council on Advancement of School-Based Health Centers from 15 to 16 members by adding one school nurse nominated by the Maryland Association of School Health Nurses, and second, it establishes a new annual assessment of school health and wellness personnel. The assessment, to be conducted jointly by the Maryland Department of Health and the State Department of Education, will track the ratio of health professionals (including school nurses, counselors, therapists, and social workers) to students in each jurisdiction, collect data on vacancy rates for these positions, and gather feedback on strategies to improve recruitment and retention. Starting in December 2027, the agencies are required to submit a comprehensive report to the General Assembly and publish it on their respective websites. The bill is set to take effect on October 1, 2025.
