This bill addresses academic intervention services, mathematics improvement, and student support in Ohio public schools. Beginning in the 2025-2026 school year, school districts and community schools with less than 51% of third-grade students scoring proficient in mathematics must develop and submit a mathematics achievement improvement plan to the Department of Education and Workforce. The plan must include performance data analysis, measurable goals, targeted strategies, staffing and professional development plans, and specific instructional approaches. For students requiring mathematics intervention, districts must develop individualized improvement and monitoring plans within 60 days of receiving assessment results, involving the student's parent or guardian and classroom teacher. These plans must identify specific mathematical deficiencies, outline additional instructional support, provide high-dosage tutoring opportunities, and include a curriculum that assists students at their grade level. The bill also requires districts to provide evidence-based academic intervention services free of cost to qualifying students, which are students demonstrating limited skill levels on state assessments. Schools must notify parents about intervention services, periodically update them on progress, and the Department of Education and Workforce will randomly review schools' intervention programs to assess their quality and effectiveness.
