This bill prohibits the distribution and use of paper containing bisphenol A (BPA), a chemical of health concern, for recording business and banking transactions such as receipts, credits, withdrawals, deposits, and card records. The bill requires paper manufacturers to replace BPA with the least toxic alternative chemical compound that is not a known human carcinogen, developmental toxin, endocrine disruptor, or reproductive toxin. The New York State Department of Environmental Conservation must certify alternative chemicals, annually update requirements and information about toxic compounds, and make this information publicly available. Additionally, the bill mandates the creation of an advisory committee composed of independent scientists with expertise in toxicological research to provide recommendations on least toxic alternatives to BPA. The committee members must have no current or past financial conflicts of interest with BPA manufacturers and will help evaluate potential chemical replacements. The department is also tasked with investigating safe disposal and recycling methods for BPA-containing transaction paper and providing public notice about handling such materials. The bill will take effect 180 days after becoming law.
