This bill amends the communication requirements for local education agencies (LEAs) in Utah by modifying the definition of "directory information" to specifically include a parent's name and address and a student's grade level. The bill establishes new rules for sharing directory information between LEAs, allowing agencies to request and share such information if the requesting LEA's school is within 50 miles of the responding LEA. It also maintains existing provisions that require LEAs to provide school employee work email addresses to the state board by October 1 each year, with restrictions on how these email addresses can be used. The state board and legislative leadership are permitted to email school employees for official communication, but are limited to three communications per calendar year and must provide 48 hours' notice to the local superintendent. Importantly, the bill explicitly preserves student and parent privacy rights under existing state and federal laws, including the Family Educational Rights and Privacy Act (FERPA). The bill is set to take effect on July 1, 2025, giving school districts time to prepare for the new requirements.
