This bill amends the state finance law to provide additional flexibility for state agencies in disposing of personal property. Specifically, it allows the head of a state agency to donate personal property (excluding vehicles) to a 501(c)(3) not-for-profit organization, provided that the organization is current on its annual filing requirements. This new option is added to the existing methods of property disposal, which already include reusing property within the agency, using it as part payment for new items, transferring it to the office of general services, or disposing of it if its fair market value is below a certain threshold. The bill requires that records of each property disposition be retained and subject to audit, and any proceeds from sales not otherwise authorized to be deposited in a special fund will be deposited in the state's general fund. The amendment aims to provide state agencies with more options for efficiently managing and potentially benefiting the community with surplus state property. The bill will take effect 180 days after becoming law.
