This bill amends the New York State Highway Law to expand the ability of county and town highway superintendents to rent or share road machinery and equipment with other local government entities. Specifically, county highway superintendents will now be able to rent road machinery from cities, towns, villages, and other counties, which previously was more restricted. Similarly, town highway superintendents can now contract to use or rent their machinery, tools, and equipment to a broader range of entities, including other municipalities, district corporations, school districts, community colleges, and units of the State University of New York. The bill also makes some minor gender-neutral language updates, such as changing "foreman" to "foreperson" and "he" to "they". The purpose appears to be increasing flexibility and potential cost-efficiency for local governments by allowing them to share expensive highway and road maintenance equipment. The bill will take effect immediately upon passage, enabling local governments to begin implementing these new collaborative arrangements.
