This resolution amends the Rules of the House of Representatives for the Ninety-fifth General Assembly to establish a formal process for selecting a "designated survivor" during joint legislative meetings. The designated survivor is a House member who would assume the role of Speaker of the House in the event of a catastrophic incident that incapacitates the current Speaker and a majority of House members. To be eligible, the designated survivor must have a seniority ranking in the top third of the House and meet the constitutional qualifications to serve as Governor. On the day of a joint meeting, the designated survivor must leave the State Capitol Building at least one hour before the meeting and remain at least five miles away until one hour after the meeting's conclusion. The Speaker is responsible for notifying the Division of Emergency Management about the designated survivor and coordinating an appropriate location that is not the member's residence. The designated survivor will be counted as present at the meeting, contribute to the quorum, and be eligible for mileage and per diem compensation for their service.
