This bill modifies the regulations for learner permits in Utah, specifically addressing who may supervise a minor while they are driving. Under the new provisions, a minor with a learner permit can be supervised by an approved driving instructor, their parent or legal guardian (who must be a licensed driver), a responsible adult who signed for their permit, or a responsible individual who is 21 years old or older. In the case of a parent or guardian who is not a licensed driver, the supervising individual must have written authorization from the parent/guardian and be a licensed driver themselves. The bill maintains existing requirements that the learner permit holder must be at least 15 years old, pass knowledge and physical fitness tests, and have the permit in their immediate possession while driving. The bill also specifies that applicants must complete a driver education course, pass required tests, and meet age-related conditions before obtaining a provisional driver's license. The changes are designed to provide more flexibility in supervision while maintaining safety standards for new drivers. The bill is set to take effect on May 7, 2025.
