This bill requires cable television companies, internet service providers, and telephone corporations operating in New York to automatically provide billing credits to customers when their services experience outages or interruptions. Specifically, for cable television companies, customers will receive a credit equal to one-thirtieth of their monthly rate for each day the service is unavailable for four hours or more, including instances where the cable box malfunctions or a network is not carried. For internet service providers, similar credits will be issued for internet outages lasting four hours or longer. Telephone corporations must provide credits for service interruptions of thirty minutes or longer, also calculated as one-thirtieth of the monthly rate per day. In cases where a customer terminates their service and has accumulated credits that exceed their current billing statement, the company must issue the remaining balance as a check.
