This bill amends Section 545.157 of the Texas Transportation Code to expand the list of vehicles that require special care when passing on a highway. The existing law already covered emergency vehicles, tow trucks, highway maintenance vehicles, utility service vehicles, and waste removal vehicles. The bill adds two new categories of vehicles to this list: (1) vehicles operated by animal control officers or authorized individuals who are removing animal carcasses from roadways, and (2) vehicles operated by local authority employees who are issuing parking citations. In both cases, these additional vehicles must be using visual signals that comply with specific state standards. These additions mean that drivers must take extra precautions when passing these types of vehicles, such as slowing down, moving over, or changing lanes when possible. The bill is set to take effect on September 1, 2025, giving time for law enforcement and drivers to become aware of the expanded vehicle categories.
