This bill creates a special license plate for the Blackstone Valley Tourism Council, Inc. that will support the Blackstone River Valley Environmental Clean-up and Education Fund. The bill empowers the division of motor vehicles to issue these specialized plates, which must be designed by the Tourism Council in conjunction with the division and approved by state police. Drivers who choose these plates will pay a $40 initial issuance surcharge, with $20 going to the general fund and $20 distributed to the Tourism Council's environmental fund, and a $10 surcharge for subsequent renewals. The plates will be subject to minimum order requirements and must follow standard registration procedures. The Tourism Council is required to use any Rhode Island-sourced funds for local charitable organizations and must submit an annual accounting report. The plates will be the same size as standard motor vehicle plates and will replace the original registration plates. The bill specifies that there will be no refunds for early cancellation of these special plates, and the new license plate option will become available six months after the bill's passage.
