This bill amends Idaho Code Section 33-1631 to enhance requirements for addressing harassment, intimidation, and bullying in public schools. The bill updates existing law by requiring school districts and charter schools to develop more comprehensive policies that include a series of graduated consequences for bullying, such as counseling, diversion, use of juvenile specialty courts, restorative practices, suspension, and expulsion. The new language requires schools to report such incidents to the parents or legal guardians of both the victim and the perpetrator, and to law enforcement if the conduct may constitute a criminal offense. Schools must continue to provide annual information about harassment and bullying to all school personnel, parents, and students, and offer ongoing professional development to staff to help them prevent, identify, and respond to such behaviors. The bill includes an emergency clause, making it effective from July 1, 2025, signaling the urgent need to address student safety and well-being in educational settings.
