This bill establishes a new enforcement mechanism to ensure employers comply with labor laws related to wages and worker protections. Under the proposed legislation, if the commissioner of labor determines that an employer has violated certain labor law provisions (such as minimum wage requirements or payment of wages) and the total violation amount exceeds $1,000, the employer will first receive a written notice and have 15 days to address the violations. If the employer fails to resolve the issues within that timeframe, the commissioner of labor will notify the commissioner of taxation and finance, who will then suspend the employer's certificate of authority (a type of business license). The certificate of authority cannot be reinstated until the employer receives written confirmation from the labor commissioner that they are in compliance with the relevant labor laws. This bill aims to create a stronger deterrent against wage theft and labor law violations by introducing a direct financial consequence for non-compliant employers, specifically the potential suspension of their business operating licenses.
