This bill directs the commissioner of postsecondary education to develop a comprehensive strategic plan for public higher education in Rhode Island that aligns with the board of education's goals. The strategic plan must be created with input from public higher education institutions and focus on increasing educational attainment, addressing economic and workforce development needs, and improving degree production. The bill requires the commissioner to develop policies for equitable distribution of public funds using an outcomes-based model that emphasizes productivity across various variables. Additionally, the bill establishes new requirements for transfer pathways between community colleges and four-year institutions, mandating that an associate's degree from the Community College of Rhode Island will meet general education requirements for transfer to other public higher education institutions. The commissioner must consult with faculty and administrative staff in developing these policies and will be required to report on implementation progress annually, with full implementation expected by the 2027-2028 academic year. The strategic plan must be reviewed and revised at least every three years and approved by the council on postsecondary education, with the ultimate goal of creating a more efficient, collaborative, and effective public higher education system in Rhode Island.
