AI Summary

This bill amends the Unemployment Insurance Act to provide unemployment insurance aid to school districts and public institutions of higher education, subject to annual appropriations. Under the new provisions, both school districts and public higher education institutions will be eligible to receive aid equal to the difference between their net audited unemployment costs for the prior fiscal year and their base period costs (defined as their fiscal year 2024 net audited unemployment costs). If the total requested unemployment insurance aid exceeds the annual appropriation, the State Board of Education and the Board of Higher Education will proportionately reduce aid payments to each district or institution. The bill requires annual reporting by January 15th, where the respective boards must submit to the General Assembly a detailed report of unemployment insurance aid account balances and changes in reimbursable costs, attempting to break down the costs by district or campus and major job classes. Additionally, the bill makes some technical changes to existing provisions regarding unemployment benefits for academic personnel, including removing certain restrictions on benefits during vacation periods or between academic terms. The provisions of this bill will become effective on January 1, 2026.
