This bill modifies the existing rental assistance program administration by prioritizing the allocation of housing choice vouchers (also known as Section 8 certificates) to individuals who want to use these vouchers in municipalities that have not met the 10% threshold for affordable housing. Specifically, the bill amends the existing law to explicitly direct the commissioner of the housing program to promote the use of certificates in municipalities where the program has been historically underutilized. The bill requires the commissioner to proactively seek to spend all allocated funds annually and to establish maximum rent levels that encourage program usage across all municipalities. Additionally, the bill maintains the existing provision that certificate holders can use their vouchers in any municipality in the state, and requires the commissioner to inform and assist certificate holders in finding housing in their preferred location. The goal is to encourage racial and economic integration by expanding housing opportunities in municipalities with limited affordable housing. The changes will take effect on October 1, 2025, and are aimed at addressing housing inequities by incentivizing the use of rental assistance in areas with fewer affordable housing options.
