It defines terms like "missing person" and "unidentified person," and requires law enforcement agencies to submit credible reports of such cases to the National Missing and Unidentified Persons System, including detailed information like fingerprints, DNA, dental records, and personal descriptions. The bill mandates that the State Medical Examiner test DNA of unidentified human remains using forensic genetic genealogy testing within 45 days of receiving the remains. It also introduces new legal definitions for "unclaimed human remains" and "unidentified human remains," and establishes stricter protocols for handling such remains. The legislation makes the willful destruction of a body, body part, or unidentified human remains a felony, and requires county medical examiner investigators to enter unclaimed human remains cases into the national system within 15 days of death. Additionally, the bill requires any physician, hospital, funeral director, or other person who obtains unidentified human remains to immediately submit them to the State Medical Examiner and prohibits cremation or other destructive treatments. The law also expands law enforcement training to include two hours of instruction on investigating unidentified and missing persons.
