This bill requires the Commissioner of Administrative Services to develop a comprehensive plan for translating state agency forms and applications into the twelve most common non-English languages spoken by limited-English proficient (LEP) individuals in the state, based on the most recent U.S. Census Bureau American Community Survey data. The bill defines a limited-English proficient individual as someone whose primary language is not English and who has difficulty reading, speaking, writing, or understanding English. By January 1, 2026, the Commissioner must create this translation plan, which will cover printed and electronic forms necessary for accessing state services, benefits, vital records, and identification documents. Each executive branch state agency must then adopt and implement this translation plan by February 1, 2026, and will be required to update the plan every two years. Additionally, each agency must designate a language access coordinator who will work with the Department of Administrative Services to ensure compliance with the translation plan. The primary goal of this bill is to improve language access and help LEP individuals more easily navigate state government services and benefits.
