This bill modifies the law concerning detachment of regional airport authorities from municipalities by simplifying the detachment process. Currently, regional airport authorities had a complex set of requirements for detaching from a municipality, including filing detailed petitions, coordinating with county offices, and negotiating multiple steps. The bill streamlines this process by allowing an authority to automatically detach from a municipality if that municipality merges with, is annexed to, or consolidates with another municipality, with detachment requiring only a majority vote of the airport authority's board of directors. Additionally, the bill completely repeals the entire existing subchapter governing annexation and detachment procedures for regional airport authorities. The bill is retroactive, applying to January 1, 2024, and will invalidate any detachment petitions filed by regional airport authorities on or after that date under the previous, more complex legal framework. This change appears intended to provide regional airport authorities with greater flexibility and simplicity in managing their municipal relationships.
